摘要: The article focused on analyzing the effectiveness of the grade 1-9 curriculum and instruction cultivating seed-team, and its development in 2004. Authors with questionnaire survey and content analysis methods developed "on site local curriculum and instruction cultivating seed-team consultant check list in 2004" and "curriculum and instruction cultivating seed-team's effectiveness questionnaire" as instruments to collect data needed. They also used performance reports of instruction cultivating seed-teams from 25 local governments in 2004 major documents to analyze (1) the preparations needed before organizing the local curriculum and instruction cultivating seed-team; (2) its services status on the spot; (3) the facing problems, strategies usage, performance of its service and future development toward operation and instruction while the service delivery. On the effectiveness and development of the grade 1-9 curriculum and instruction cultivating seed-team, authors included the findings from the data and documents as follows: 1. average satisfaction score to the instruction cultivating seed-team is above 2.89 and average benefit score is above 2.77 based on Likert 4-point scale. 2. 23 local teams have already completed the expected objective to serve two-third of total schools in local area. Kaohsiung City team exceeds the objective, but Chiayi County and Hsinchu City are behind the schedule. 3. The main problem in operation came from insufficient working force, blurred organization structure and lack of resources. The main problem of learning area came from curriculum skeleton, structure of teaching source, multi-dimension of teaching materials, lecturing time/effectiveness/evaluation/resources, and the focus on entering higher schools. 4. The most expected ways to accept service and consultation based on the sequence of need from the team in the future signed by all schools are to offer (1) demonstration by consultant; (2) teaching resource web service; and (3) curriculum and instruction practice workshop, but "to assist schools implementing curriculum evaluations" is the least welcome. 5. Service content of the most expectation is "teaching strategies;" the second is "curriculum design;" the third is "multiple evaluation;" and content of the least need is "vision construction."
