摘要：
中國正在崛起已成為世界公認的事實，而中國的崛起究竟意欲維持現狀或是修正現狀，長期以來為學界爭議之焦點。本文主張胡錦濤主政所強調的「和平發展」道路，是一條「因勢利導」道路，用以暫時緩解各國對中國成為東亞新霸權的忌憚或圍堵，且終將用於挑戰美國霸權在東亞地區所建立的秩序。
